Suggestions for a blog. Tire-kickers want to post ads on it.

Hi,
I have posted a question related to this back in 2012. Basically, it is my sister's blog and now that we have stepped the stage of a new-comer in the industry and now we want to make some money out of it. We focus on three money making methods for now:
1. banner advertising (they pay a monthly fee to advertise on our blog).
2. PPC advertising (we get commision on clicks.
3. Commercial content ( $15 per commercial article).

The last one seems the most doable but the fact is that personalities call her and ask for the price (she has the lowest price), then they agree and ask where to make the payment and suddenly dissapear. And it has been three of these today and the fourth this week and now she seems desperate. Are these potentials just tire-kickers looking for the lowest and is there any method to fix this? I would gratefuly become their ad rep but I want to invest my time into offline consulting for now. I know I could help her but it will get boring for me pretty fast.

Let me see your suggestions.

    How is she billing? If she is using something like PayPal there is a very easy solutions to weed out the tire-kickers.

    Once they have agreed to a price, send them an invoice while they are on the phone to "make sure they receive it". Collect payment while you still have them on the phone. If they aren't willing to do this, they aren't sold on advertising with your sister yet.

      We do not have Paypal here. She wants them to come by the office to pay. We talk about little sums of money here wich are not recurring.

        That's the problem though, you're making it way to difficult for them to buy. If I am buying advertising from anyone, I am able to do it remotely. Rarely, if ever, do I have to go to the office of the company I am advertising with.

        Figure out a way for them to pay remotely, or tell them you will swing by to pick up a check/cash. I would never come to your office, so I am not surprised she is getting the same response.
