There are several services you could subscribe to.
    You could google it even.
You could get people to send you phone books.

The key really is finding the best method based on who you are targeting. What niche will you be going after? One of us may have a source for you. If not just google associations for that niche and see if they sell lists. Hell in the RV industry one magazine puts out the whole list to all their subscribers as a special issue.

Are you looking for B2B or B2C? If it's B2B you can likely scrape the yellow pages or BBB website.

If a number is publicly listed for a business you can call it.

I often use INFOUSA because I can carefully target specific types of business by geo data, biz size, sales size, years in biz, etc.

This data is also important to monitor your campaign, for example, if you are doing really well with biz of 5-10 employees but getting shut out of larger businesses, then you double your efforts where you are most effective.

And you may find certain types of business make for better long term customers, for instance a chiropractor being a longer term web dev client than a realtor.

When you buy a list with all the data about the biz, you can do micro targeting so your R.O.I. is high, versus just blanketing every biz with your efforts without really knowing the demographics, other than say you are targeting dentists.
