Is this possible to one call close corporate training?

I am thinking of partnering up and offer either anti-fraud consulting or anti-fraud training. The guy was a director at a major canadian bank and he told me managers had set budgets for training they had dictatorial powers over.

If not this, how would you structure the sales?
