Does anyone have any recommendations for an SMS provider/gateway/aggregator that can fulfill our requirements?

10 million SMS messages per month
Throughput requirements: 2 million burst SMS messages in under an hour. This is necessary as we are a large utility company that needs to inform our customers about mass outages as soon as they happen.
Supports 2-way SMS. Allowing an API/integration so responses can be dynamic. Example, bill reminder with response allowing them to pay their bill.

Talk with a rep from Twilio Cloud Communications - APIs for Voice, VoIP and Text Messaging they might be able to handle your requests.

They have a tier for over 10Million messages a month.

You should check bulk sms provider for your companny you should check in local area too it would be better, Local marketing sms is cheaper than international one
