Can you rank a site that you didn't create?

Any clarification on this would be sincerely appreciated...

For local business websites: Can you just walk up to someone's computer, access their site, see what needs to be done, then start effectively optimizing it with ONLY off-page strategies?

Or do really have to get their webmasters access passwords, go in, and make whatever on-page adjustments may be necessary?

Or do you simply SUGGEST on-page changes that your client should have their web designer implement, while you continue to perform off-line seo?

Or do you start from scratch, new website and all?

    All of that depends on you.
    For most money keywords, you need to do proper on site SEO.
    How you go about it is up to you and your client.

    To do SEO effectively, the on site SEO has to be right. You need to work with the site owner and explain any problems with the on-site and see how he will fix it, either you do it, or he/his designer can do it but it has to be done.
