Optimize client site for 3 locations

My client has three different locations and ranks poorly for the keywords in all but one location. There are inner pages for each location and the index page is optimized for all three.

My keywords are always in this format: "location1 keyword1", "location2 keyword1" etc.

From a link building standpoint would it be easier to rank the inner pages for each location or should I try to rank the main page for all three location keywords.

FWIW the G+ local pages all point to the main url..

    The problem is you need to think of each location as a dedicated site, sitting on the main site. There should not be mixed NAP on home - only links saying 3 have 3 locations to serve you, click here our downtown office, here for our north side office and here for our office in this other city.

    Each location needs to have a REALLY well done location page that includes services and KWs but optimized for that city.

    Then the main problem you have is the current home page is a shot gun approach. It's not going to rank well for 3 cities.

    AND IMPORTANTLY the local algo, at least the top of the pack is weighted toward organic ranking factors.

    So if location 2 is pointing to home which is a mixed bag of all locations it won't rank that well.

    So main office or most competitive city, should be on home.

    Then the other 2 Place pages need to link to THEIR location page, not the home page. Linking all 3 to home can cause confusion and merging. Just make sure that each location page is not simply like a contact us page. It needs to have services and KW content as well. So make the location pages kinda like a combo home and contact page (without duplicating home content.)

    I teach about this and it's so much easier to explain verbally instead of trying to type it all out. So that's abbreviated but hope it helps.
