What Service To Offer Offline Clients?!

Reading through these posts about offering leads to local businesses and am hoping anyone can kindly offer some much needed advice. It would be really appreciated.
Right now, instead of offering a suite of services to a local business, I'm looking to offer one thing only.
I remember seeing an idea through a Traffic Geyser video ad some years ago about setting up a lead capture page and then driving traffic to it. This was geared towards quickly building an asset that you could lease to a local business.
I would like to do something similar but am open to driving traffic in whatever ways might be most appropriate / work best (I don't have experience driving traffic with video.)
Two things are important to me:
1. That the leased page offers ROI.
2. That I can show Results in Advance.
That way I'm offering a valuable asset and not simply trying to prove that I might be able to offer results.
One question I would have is what I would do with those leads in the interim between driving the traffic and finding a client.
So is there any one method anyone might suggest and if so is there a course that shows how to do it? Perhaps a WSO?
