YouTube video on other channels - On purpose or a glitch?

Here's a weird observation and I'm curious if this has happened to anyone else....
I've noticed over the past 6 months or so, that sometimes my videos (from different niches/channels) get uploaded to someone else's YT channel(s). But here's the thing: They don't change anything. Not the Title, not the Description....not anything. It's literally an upload of my original video. And sometimes, it ends up ranking higher than the original video on my own channel!
What would be the point of someone doing this?
The only think I can think of is that the person(s) is trying to build up their channel to get views. Not only are they using my videos but videos, but they are using videos from other channels too. But if they are ultimately trying to become a YouTube partner and make money that way, they could have selected better videos (ones that get 10's of thousands or millions of views - think Justin Bieber).
Maybe later they will change something to monetize it, but for now, it's basically just a duplicate of my original work. Free syndication!
