Backlinks are definitely not where you want to start if you're trying to impress the Google Machine.

Start with a Google Local listing, and optimizing the website. After that, then grab some citations... forget about backlinks for a while on a new domain.

where to start with SEO... CONTENT. Targeted CONTENT. Determine the best keywords to go after ( and "Lawyer" isn't one of them ) and write content to fit the keywords.

After that then the local listing, and citations.

If they happen to have a TV commercial get that on youtube and SEO that as well.

In the future... try and do the content SEO while you are putting the site together vs cutting and pasting. You now may run into layout issues due to the difference in the "Old" content" and the "New" targeted content.

      Hope that Helps!

Citations usually come with a backlink, they are a good start for a new domain. You can't beat a listing from Yelp/Manta/Hotfrog/etc.. to start off with.

But I agree, get the places listing verified and make sure the onpage is solid first.
