How to acquire prescription clients prior to having product (with a catch...)

We sell a unique medical prescription product online.
We will have our first batch of product ready for Sept 1, 2014.
Clients are in constant need of this medication and use it daily.

If a patient uses our particular form of medication they can only buy it 1 company (and must register with that company, providing them with the original prescription - this is the law).
Currently there are 10 companies offering the same product.

If they switch to us they need to be able to have access to an immediate, and constant, supply of product.

Therefore, I can't (in theory) sign up any clients until Sept 1 when I have product to offer.

How do I go about "locking in" clients prior to Sept 1?

One option that we've discussed is looking to a market of patients using different forms of medication so that they won't be without treatment while waiting for our product.

How else do I go about it?
