Outsourcing from Concept To Offline Business Selling Templated Websites - Recommendations?

We all know that when it comes to offline web development there's a market in the lower end (circa $147-497) websites which can be quickly adapted via a backend Wordpress admin panel where the skin can be changed and a logo etc can be uploaded.
The WSO area is full of such items - I want to get a business up and running quickly to capitalise on an opportunity I have where there are TONNES of people who want to get a lead generation website online quickly but don't have the capacity, time or interest in learning how to get a site up and running - They'd rather focus on their core business.
This core business is very lucrative for them so a lower priced website is nothing in terms of cost so I believe I can sell the sites cheaply and rely on the volume to make the model work.
I want to sell a package which includes a website which is mobile/tablet friendly and includes videos which drive leads to the opt in etc which then sends them leads. I may even include some kind of PLR based ebook content for the opt in.
The question I have is this;
- I'm not a finisher. I'm the ideas guy - The one who has the idea which is sketched out roughly and I need someone to take this vague-ish idea and bring it to life so I have a product to sell.
So, does anyone have any recommendations for how I can get this up and running quickly and also who can I hire to help me with this? I would prefer if they are on elance etc with validated history etc as I don't mind investing in this but I want some surety that my money is being well spent.
