Is Bureaucracy inevitable?

I don't remember where I read it but I think it was Peter Drucker that wrote that all organizations went through phases of growth.

At first it is entrepreneurial meaning: a few owners, long nights, etc.
Then as the company grows, it is stabilization.Essentially a need for rules and process is recognized.
Then it is red tape. -Infighting between departments cause severe friction and a professional class of managers emerge whose sole purpose is to act as a middle layer.
then it is collaboration. A theoretical state which has yet to be reached by anyone where the organization works in a kind of borg-like hive-mind

So is bureaucracy inevitable? Are organizations with a "Flat" hierarchy (e.g. Google) ever truly flat? At what point does bureaucracy rear its ugly head and what causes it?What measures can be taken to if not destroy then at least mitigate the effects of bureaucracy?
