Local lead gen - Email Leads vs. phone call leads?

I have a question for you guys who build lead gen sites. I'm specifically talking about a site with the email us now, request quote, request service email form on the home landing page. And, I'm specifically talking about a site for a local offline business.

Have you noticed that the phone call leads are of better quality than the email leads?

My second question is, if you think phone leads are better than email leads, then would you avoid the email form on the landing page all together?

    I do both, phone call I charge alot high than email, and also with the email I send it to 5 different company.
    another thing I do, when I do a direct mail campaign or bandit sign, I will have that number ring multiple line. It really help missed call.
