If I found a way to get free high quality traffic, could I make a PPC site?

The traffic has to be targeted to be of any value.

How would you offer your traffic stream to someone else? Putting their ads on your site? You need a large number of visitors in order to make any profit, especially if it's not targeted.

Any site can have PPC of course. There are some problems to solve however.

I first assume you mean to create your own software but maybe you mean as a third party and use Google's resources for example. The former takes time and costs lots of money to set up. The latter is much easier but you essentially become an affiliate. So the question is, which do you want to do?

Next, you need to find advertisers willing to advertise on your site. If you create your own system, this can also take time and be expensive. Also a chicken and egg problem: advertisers will want to advertise on your site (presumably some kind of search engine or related to one topic) if there's good reason to do so. They'll want plenty of traffic to your site (you say that's not a problem) that is relevant to what they are selling.

The third option of course is to contact potential advertisers that may want to advertise on your site and sell them a package. Could be a fixed cost and guarantee to show to X people on your site or a PPC based solution where they pay for each click.
