I can`t add a payment method to my Bing Ads account.Please help!

I`m trying to add my Visa card as a payment method in my Bing Ads account and this is the result.
I can`t contact Bing Ads support.What`s the prblem?

    Contact their support, phone them up with Skype, last time I phoned them via Skype, really kind of them.

    A single credit card, debit card, or PayPal account can be associated with up to five accounts.
    1 Click the gear icon,then click Accounts & Billing.
    2 Click Payment Methods.
    3 If you have more than one account,in the Account selected drop-down list, select the account you want to update.
    4 payment method you want to use isn't listed under Available payment methods, click the Add button for the type of payment method you want to add. Be sure to add all the required info and then click Create.
    5 Next payment method you want to use, click set as primary.
    In the confirmation message,then click OK.
