Need Help on Facebook Ad Error

I have not run Facebook ads before and the first time I tried to create a campaign, I got this error message

Targeting spec must contain one or more of the following fields: geo_locations, custom_audiences, product_audience_specs, dynamic_audience_ids

I don't think I have missed out filling any required data. I wonder if anybody knows what it is.

    You need to set everything from start to end.
    If still you see this problem persists, try signing out, cleaning cookies and temporary internet files and log in again.
    Facebook becomes tricky when creating ads, this happened to me too

    Like the above, just do it all again from the start and if it persists just log out and log in again, that should solve a problem.
