There's no such thing as an Adsense suggested bid. There are adwords suggested bids for advertisers. If you are looking at the the keyword planner, those bids are for search ads and are not at all related to Adsense.

If you look at the display planner you can get a better idea of the general range of display bids but these are averages and are historical and may vary significantly from the actual bids being placed. And most advertisers are bidding lower than the suggested bid, although there are scenarios where it could go the other way as well. You also have to multiply whatever bid is placed by 68% for the publisher share.

    It's per click.

I have found it to be a very rough estimate and a little high in the past.

"For displaying ads with AdSense for content, publishers receive 68% of the revenue recognized by Google in connection with the service. For AdSense for search, publishers receive 51% of the revenue recognized by Google. These percentages are consistent, regardless of a publisher's geographic location, and are not in any way averaged between publishers. We don't disclose the revenue share for other AdSense products; the revenue share varies for other products due to different costs of developing and supporting these products."

    Good Luck!
