how set up affiliation for product ?

Hi,
apologies if this is not the correct place to post this question.
I run a Finance business and wanted to set up an affiliation were any referees that resulted in sales would pay a commission of $100 plus US.
I have tried a few affiliate networks and they are not interested as we are Australian based and only service Australian customers.
any suggestions how i may achieve this ?
