Google Keyword Planner: Search volume trend vs Avg. Monthly Searches

Please help me make sense of this keyword in Google's Keyword Planner tool.
Notice that the Search volume trends at the top says that the August search volume was an eyebrow raising 250,820.
Then notice that the Avg. monthly searches toward the bottom says an abysmal 210.
How do I reconcile these two numbers save actually running a campaign to see what happens?
