I'm looking to buy organic targeted traffic from tier 1 countries and need to be able to order up to 50M visitors each month. Any sites would be helpful.

    What kind of traffic? Pops, redirects, clicks? I'm pretty sure zeropark can send 50m a month but it's going to take some work to get a profitable campaign and I don't think many people consider their traffic to be "organic".

    I obviously have no idea what you're trying to do here but keep in mind some marketers pull in 6 figures with 10k unique visits a month (potentially less depending on the niche.) If one site I own got 50m targeted visitors a month (which is completely impossible) I could literally buy a small city. RPM is roughly 2k (factoring in everything) on that site so I would be earning 1.2 billion a year...
