Advice on split testing pre sell pages with PCC

I want to split test some different pre sale pages and I have never done this before as I`ve always just directed linked in the past.

So is this correct..

Set up a tracking link from Bing ads - Pre sale page - Survey offer ( I am not collecting optins or selling a product on the pre sale page so there is no page in between the pre sell and offer? is this correct ?)

So the above page becomes my control page

Then create another 1 or 2 pre sell pages and create a seperate tracking links for them both, add them to the control page split testing feature sending 33% to all three pages

The thing which is confusing me is when split testing the above is if I dont have some kind of page between the pre sell and the offer there is no way to track CTR and I dont know if this is important?

or when testing these 3 pages should I just care about sending the same % of traffic to each page and the `winning` page is the page with the most conversions, I then keep my focus on creating pre sell pages to try to beat the conversion rate of the control page

Or should I be tracking both CTR and conversions?
