Your display url should be url or the domain of the url of the page that the person who clicks the ad lands on. So if they click the ad and it takes them to abc.com, then that would be the display url. If it takes them to your landing page at abcreview.com, then that would be your display url. Whatever domain is showing in the address bar when the person lands on a website after clicking your ad, is the domain to use for the display url.

As far as getting in trouble with the vendor, make sure the vendor allows search engine advertising. Then make sure they allow direct linking - direct linking is not recommended for a variety of reasons, but if you're going to do what you said above, then make sure it is not prohibited. Then make sure you are not bidding on any prohibited keywords - this will vary by vendor and may include trademarks, competitor names, misleading words such as "free" or there may be no restrictions other than the law in your country. Likewise, they may or may not have restrictions on words that can be used in ad copy.

Bing's rules and the vendors rules are separate things and you need to respect both if you don't want to get banned by one or both. The display url is determined by Bing's rules and is as stated above. Whether you are allowed to direct link to the vendor's page when using PPC is determined by the vendor.
