Which are the pre-requisites to 1000 Facebook Ads Accounts? How to get it?

Hello guys!
I'd like to know what are the pre-requisites for requesting 1000 ad accounts for Facebook?
My Business Manager have 2 ad accounts and they're running campaigns for 2 of my clients. The point is that I have more clients to work with and only 2 ads accounts aren't enough.
Hope you can help me.
PS. I know that I can fill a form to request more ad accounts, but my point is, there is a minimum budget spent before I can request? A minimum days running campaings? Should I proof with documents that I'm some type of business, like an agency?
