Instagram Ads (Paid Traffic)

Hi guys,
Does anyone have any experience / know anything about running paid ads with Instagram to CPA offers?
Would be good to get some insight on this such as what offers on:
1) What offers you can promote? (given I doubt you would run CPS offers that involve the customer buying something from their mobile...)
2) Any info on the testing phase? (i.e landing page/ad copy aside, with Bing there's a focus on keywords - how does it work for Instagram ads - do you just play around with the target settings?)
3) Cost/investment? (how 'cheap' are Instagram, say compared to other PPC traffic sources/FB Ads)
4) Investment? (I know hard to answer but given people say 'test spending what your offer pays out per keyword' on Bing [which can get pricey] how does Instagram fare]
