Cloudflare and Jasper Technologies fake PPC clicks

I am noticing MANY hits on my site from these two companies. I am also getting many hits credited back to me from Google. Out of 600 clicks, 400 were credited back to me. I blocked the IPs in Wordfence but the hits keep coming including on my re marketing campaign. It appears to be some kind of bot. I opened an investigation with Google but it got escalated and I haven't heard back.
Has anyone here had a similar experience and what did you do to stop it?
