How to get more Ad impressions in Bing PPC?

I'm currently running a CPA lead generation offer in Bing Ads and I'm bidding on keywords that have around 600 up to 13,000 impressions with Ave. CPC of $0.60 up to $1.00 as per Bing Keyword Research tool. I'm currently bidding around $0.40 with Enhanced CPC and using a Phrase Match.
MY current stats on this campaign is :
Clicks : 18
Impressions : 1,413
CTR : 1.27%
Ave. CPC : 11.37
Ave. Pos. : 7.31
My campaign is running for 3 days now and I generate 1 Lead which pays $4.00.
Should I continue to run this offer with these stats? And up to what amount should I increase my bids in order to maximize ROI with regards to the offer payout.
Also i put the offer in iFrame on my landing page since it does have a sales video. What are the ways to improve my quality score for my landing page?
