How does keyword competitiveness get calculated?

Hi,
When I have done my keyword research using keyword planner, it showed the competition for each keyword as low, medium, high etc. I saved some of the keywords and downloaded the list. In the list, I can see the value for competition as 0.5, 0.3, 0.7 etc, instead of for low, high and all. How do the values calculate? Please help!
