Is Google Adwords faking conversion ?

Hello fellow warriors,
I'm running a PPC campaign in the search result for one of my clients.
I'm now working on reducing the price per conversion, and reach already 7% of conversion rate. The conversion trigger point is when leads reach a "Thank you page" after filling up a contact form.
My clients really receive emails from the contact form, but when he contact them back many of the leads are not answering.
My client is starting to think that Google is faking leads? as we are really targeted in terms of keywords.
This could make sense as the market is not really big and maybe google would fake leads in order to keep up with what we want to achieve.
Have you ever heard or live such a situation?
