Bing ads below first page

From time to time I see warnings on keywords telling me that a keyword is below the first page and that I need to increase the bid value.
What I think is going on is that a competitor sees the same message and increases his bid and after that, I receive the warnings for those keywords. He/She had these keywords at a decent cost and I joined the game and bid on the same keywords and in response, he increased the bid and thus I get these warnings.
Is this what really is happening?
Could I be bidding and competing for my own keywords?
