Do I need access to both the ad account and FB page to do ads?

There may be a simple answer to this but I'm not sure of it. I manage a handful of clients in my business manager. I've always had access to both the page and the ad account for any client i've worked with. However, I have a new client that can only grant me access to the ad account, and not the page itself, due to strict security reasons.
When I go to set up an ad in their ad account, it's forcing me to choose an "identity." and lists the current pages that I have access to. I obviously don't want the ads represented by any of those pages. Have a just chosen the wrong ad setup? or do I need access to the page? (it's a traffic campaign going directly to a landing page outside of FB).
