Buy and Sell Traffic Lessons : What am i missing?

Now this is no brainer of a technique, everyone does this, but i just dont seem to get it right.
So,
Network A pays 0.30 a click via their interstitial/banners/locker.
You buy traffic from Network B for 0.10 a click.
Estimated profit = 0.20 per click.
Did this work for me? No!
Basically, what i did was, embed Network As ads on my website. Then i purchased traffic from Network B. Did i profit 0.20 a click? No, because not every visitor clicked on my locker/banner/interstitial ad. I just had a 4% conversion, which is terrible.
How do i make this work? I know something is wrong in my technique, a step i have missed. Can anyone point it out for me ? How do you buy sell traffic on PPC basis? What is the right method.
