Is it possible to retarget URL that are not on my site or social media page?

Hi, I'm just doing my first steps in this and will appreciate your help: I was wondering if there's a way for me to use Facebook ads to retarget users who had previously been in specific URLs and websites which are not mine - such as competitors sites or shopping sites.

i've heard that Google is offering such a service (but not sure how does it called - will appreciate help with that) and as mentioned, I'd love to know if this can also be done on Facebook.

    You can create custom audiences lists in Facebook to retarget people that have visited your website, specific pages on your website, visited your mobile app, engaged with an ad, or viewed a video. You can also load a customer list (with email address) to target.

    You cannot retarget a list of your competitors website visitors (unless you can persuade them to place your FB tracking pixel on their website).

    You can, however target (not retarget) an interest, or behavior, that is relevant to your product or service. Facebook may add people that visited your competitor's website to that audience, but no way to target them explicitly. One method is to add the website name as an interest, if it is a very popular website you may be able to target it as an interest. This will not work with smaller competitors.
