Adwords and other ppc use an algorithm that engages specific ads in a bidding war before the search results appear (this all happens within milliseconds). The opposing ads are initially selected based on keyword relevance, search location, etc. As with a traditional auction, highest bid wins. In this example, the ad displayed is the ad with the winning bid.

Now, that considered, you COULD theoretically get some impressions with a low bid ad, but that number would be negligible.

$.50 click has a far greater chance of winning the display bid for a given search compared to ad that only bid $.01 per click. It should be noted that both figures are very low cpc's.
Take my average cpc of $1.22, for example. I only get 20-30 impressions a day, with a CTR of 4.6%. Almost a buck fifty a day for one, maybe two measly clicks... you see how small bid ads end up collecting dust. Hope this all made sense, and good luck!
