Ad schedules you set are based on your account's time zone

Ad schedules are set at the campaign level and direct Google when to run your campaigns. Simply put, your ads won't run during times outside the range you specify. Ad schedules run on a weekly basis... so no you can't tell Google in advance to not run your ads on certain days of the year.

You can set which days of the week you want to run your ads and start/stop times for each day. And, you can even set up multiple ad schedules for each day, e.g. Monday 7:00 AM - 11:00 AM and Monday 1:00 PM - 7:00 PM.
Furthermore, you can set bid adjustments for each individual time block you create. We'll touch on how to implement bid adjustments a little later in this article.

whenever you create an AdWords accounts, there are two things that you can`t change & that is time zone & currency. However, in order to schedule your add according to USA time zone, I would suggest you to convert that timing in India for example if it`s 2 Am in USA then what will be the timing in India? & run your add according to that. hope you got understand what I am trying to tell you?

My account has been created according to Pakistani standard time and I am running a campaign as per Pacific timezone. There are 12 hours of difference between these 2 time zones. If there is 09:00 PM in Pakistan then there is 09:00 AM in California. As you said i did try to set campaign time zone according to 09:00 PM to 06:00 AM Monday to Friday Google didn't accept this setting.

You may have to divide your ad schedule into 2 parts, one until midnight and one starting at midnight. 9pm-midnight, and midnight-6am for your example. Also note that the days of the week are a bit surprising, if you want Monday-Friday in California, that's Monday-Friday 9pm-midnight for you, but Tuesday-Saturday midnight-6am.

Ad Scheduler have a great impact on the Conversions. It is only possible when you carefully monitor the trend over few weeks using Google Analytics and then decide at what time you like to show your Ads. Generally during peak time the prices get increased and impressions decreases and so your budget is adjusted to take the leads. And for other time you can stop your ad to save money.

Target CPA is an AdWords Smart Bidding strategy that sets bids to help get as many conversions as possible at the target cost-per-acquisition (CPA) you set. It uses advanced machine learning to automatically optimize bids and offers auction-time bidding capabilities that tailor bids for each and every auction.

There is no need of location and schedule bid adjustment or any keyword bid Because it ll restrict Target CPA Strategy.

You would have to create two different campaigns with different time schedules. You can't schedule different in the same campaign for a different time

Since you have set up the account time zone to Asia/Karachi time, you must set up an ad scheduling based on that time zone itself. This is because the data that reflects in you AdWords account is shown according to Asia/Karachi time zone. But for your understanding, you can calculate the time difference between 2 locations manually to know how your account is performing.
The other option you can use is to request Google for changing the account time zone. You can do it using a form. But remember that the time zone can be changed only once.

Ad scheduling is set on your time zone. You can manage it by comparing both the time zones. So not a big deal.
