I'm testing a Baby Samples campaign on Instagram, CPC .14c and 79% of the traffic is clicking all the way through to the offer. However, only 2% convert to Leads.
What stage of this journey should I look at optimizing first or should I start over again?
Any suggestions or advice would be greatly appreciated!

Without knowing which way really have set up....If getting 79% of traffic to go through your funnel and then 2% converting, you can easily start with the offer page to bump conversions. If mean getting 79% to go to offer page and no funnel and 2% buying, then definitely start at ad-make sure targeted and calls out perfectly to who selling to and then from there adjust the offer page/sales page if needed. .

I would A/B test the offer landing page, as your click through rate is good. The bottleneck seems to be at the offer page.

You have mentioned that your CTR is 79% which is exceptional. It means that your ads are performing well. So, you don't need to start over again. The visitors are coming to your website but not converting which means that your website or landing page is not optimized well to convert visitors into customers. There might be some navigation issue, call to action issue, relevancy issue or any design flaw which might affect the conversion rate. Install some heatmap software on your website or landing page and see where the user focuses most. Also, check if the call to action is getting enough attention from the visitors or not. Do AB testing to solve the loopholes you find and check what works best.

You can manipulate CTR the way you want up or down with your ads/message.

Having high CTR and low conversion rates might also mean that they don't meet expectations at the end.

Perhaps you've offered something that's not there or person was thinking it's something else.

Without going into ALL details - check your ads, maybe too much hype/etc - they click through and then hit the wall because of mismatched expectations.

Could explain high CTR and low conversion %

Work on your offer. It is either misleading (check the content) or people are not interested in the offer you are giving. There is a huge gap of 79% CTR to 2% conversion.
