Excluding Non-Performing Countries

I know people will review and pause keywords that don't perform. Do you guys do the same for countries?

Do you look at the ad spend by countries, notice certain countries never buy, and just exclude/pause them from your campaigns? (Or do you notice certain countries have high refund rates?)

Are there countries that you just exclude by default, based on previous experience?

I'm getting to a point where I'm not seeing the ROI from certain countries and I want to see whether this is a good strategy or whether I should consider other factors.

    Of Course, You should exclude countries that didn't perform well. that's why we do tracking. you should also track age ranges and devices (desktop, mobile).

    with some experience, you can predict that a kind of offers will didn't work for a certain tier country than you will not target them in your similar campaigns.

      Do you exclude certain countries by default, just from experience?

      For example, if you know from experience that country XXX never buys anything or has a high refund rate, do you exclude them from the very start of your campaign?
