Google Display Ads - Allow showing ads in Apps - Yes or No?

Hi all
I am trying to reach a conclusion to either block or not ads showing in apps.
I understand that many kids might be clicking the ads and this is not good of course.
But if I block apps completely I might also not be showing ads to their mum´s. And my target IS their mums.
It seems to me that the best way would be to keep ads in apps, but maybe block just the game apps kids are playing.
Is there a way to do this?
If I decide to block apps completely what is the best way to reach that goal? I have read about a few (2 or 3 methods) not sure what is the best.
