I think this is fair as you are introducing business to the consultants that they would otherwise not have.

However, if they continue to feel disgruntled you may find they become more inquisitive...

If I was starting out now a few things i'd do:

1. get a $100 adwords voucher
2. set up a basic website with a good CPA offer
3. be very careful with your initial budget and ideally have a mentor...
