I've used the Avada theme in the past...it's a nice looking theme but it does have TONS of features that you'll probably never use (shortcode overload).

But yes it is possible to do it offline with XAMPP...Personally I find it to be a pain in the butt (which is why I use Duplicator) but I'm sure other designers would disagree with me. :)

I would recommend you just build it on a subdomain and then once it's done, just transfer it over to the main domain with Duplicator. It's an awesome plugin that I use all the time to transfer sites...
