you will not be penalised for building links everyday. infact you will see some good results if you build. If you build a set amount of links a day say 20 then google will not find all 20 links at...

Setting up a new domain is no problem at all and is the quickest solution, Just make sure you setup a 301 redirect from the old domain to the new one, that way all advertising business cards etc can...

To clear it up,

Google Will not punish you for submitting the same article.

Spinning is more effective for backlinks but is pointless if your submitting to 500 sites as you will have duplicates...

You can redesign the site and ask for inclusion but that takes far to long, Maybe you could get them on the local business google maps that are at the top of the search results anyway I dont know if...
