Yes, you can run ads to any FB page you are an admin of.

Ad accounts are completely separate from pages. You would have to give express permission to another user to be able to use your ad...

I would have your friend think about the demographic he is selling to--namely young women. Of course women buy plenty of furniture and cars, but sales in these professions is male...
