With quotes means put quotation marks around your keywords. If you were looking at wedding photography, you'd type "wedding photography". Hope that helps.

The answer to this isn't as clear-cut as you think. Many argue the "no duplicate" view and vice versa. I personally use no duplicate purely for the "just in case" factor... i.e. just in case Google...

Building backlinks to your inner pages is exactly the same as building to your home page. For example, instead of adding your homepage as your link - http://www.yourdomain.com, use your inner links...
