In that case if you do use adbrite its all about where the sponsored ads (i.e your ad) will be placed on the site.

The best place you want your ad to be is within the content of the site, so...

As long as they are legit offers and not in any way misleading etc

Also another quick suggestion for getting your ad approved is make sure google isn't mentioned anywhere on the site or in the ad...

You could simply buy a domain relating to your CPA offer and then use domain forwarding with masking... you don't need hosting for an iframe so very cheap. And i don't think google have a problem...
