Like others have said its probably just a geo redirect. Confirm with your AM where the offer is allowed to be shown and then just geo target your ads in MSN adcenter.

This could also be a case...

When applying to any network the best bet is just to be honest. When we are vetting our affiliates, and we get the feeling that we are having the wool pulled over our eyes we usually deny that...

Ya, make sure you are always using a landing page. I have seen affiliates in our network increase their conversions from 1-2% to 6-10% just from using landing pages.
