Sometimes the quantity makes more than the quality and almost every site with a good ranking has more than 85% only pr0 links, that's why forum signatures are very important. Go for them!

You can use Parameter (http://www.cleverstat.com/en/page-rank-software.htm). It's free and you can even check the pagerank of each individual page. I use it often for blog commenting.

You should only concentrate on your Google rank. You can buy backlinks, but make sure they are indexed in Google, that's the hardest part. I recommend some sites like fiverr if you want to buy 'em...
