SEOmoz do not sell links, they have a few good tools which you can use to find links though. If you are looking for an all-in-one solution then there are many around...its just some work and some do...

Best way for new websites is to start slow while they are under 6 months old. For this I mainly use social bookmarking (sig!) as its relatively cheap and gets good results
