I think it is more dependent upon what the keyword is worth to your client. Most brick and mortar businesses pay more than that for a Yellow Pages entry that is worth far less.

I would not go with adding a number 2 to the end as in your example. Not that there is a rule against it per se, but it just doesn't look right to me, and I don't think that I have ever seen it...
