Open up facebook, find groups that are relevant to your offer are very active and have LOTS of people in them

Put the offer's URL in SimiarWeb or Google, you'll find many related targets. Check the Alexa ranking of those sites. If they have less than 50,000 in ranking, they usually give you high traffic...
