and there is also the real possibility the site has been penalized for content and/or links if the webmaster was not paying that much attention.

Use the disavow technique, but use wisely and carefully, do some research beforehand.

Delete the forum. There is zero reason a local cleaning site needs a forum. It is going to do nothing but attract spam.

Then disavow every link pointing at forum URLs.
