Your first headline is devoted to that phrase as is the first sentence in your first paragraph.

The rest of the page is so confusing to a search engine it's no wonder Google settled on that...

Because it is a low competition phrase and you have an exact match as a bolded heading pointing to a link with the exact same phrase as its url.
